Use of Official Time. The employee, and his or her designated representative, may use reasonable amounts of official time to prepare and present grievances. The scheduling of the use of official tie is subject to supervisory determination, taking into account mission requirements.

Use of Official Time. The Employer and Council 169 share the mutual responsibility of ensuring that official time is used only for purposes authorized in this agreement. The Employer and Council 169 support the prudent use of official time and will authorize only the amount necessary to complete the authorized representational function.
Use of Official Time. Check-Out, Check-In A. A bargaining unit employee(s) or the designated Union Represen- tative who desires to use official time under this Article may be authorized a “reasonable amount of time” as follows: 1. A designated Union Representative or employee(s) who wishes to use official time under this Article will request permission of his/her immediate supervisor. Such request should be made as early as possible, i.e., generally as soon as the need for the official time is known. 2. A Union Representative or employee(s) who wishes to use official time under this Article in an organizational unit not under the direction of his/her own supervisor will request per- mission of the supervisor of the organizational unit involved before engaging in such activity. 3. Permission as described in Subsections (1) and (2) above will be granted unless compelling reasons require the pres- ence of the Union Representative or employee(s) at Agency tasks which he/she is then performing. If such permission is denied, the manager or supervisor refusing such permission will give the reasons for refusal in writing, upon request, to the representative or employee(s) who was so denied. 4. The Union Representative or employee(s) will report his/her return to work to his/her immediate supervisor upon conclusion of use of official time under this Article. B. A designated Union Representative who is not an employee of the Department will follow the check-out and check-in procedures in this Section.
Use of Official Time. 1. When it is necessary for a Union representative to use official time for representational purposes, the Union representative will inform their immediate supervisor of the dates and times, and general purpose of the official time. In the event that a pressing job-related need precludes the immediate excusal of the Union representative, the supervisor will inform the Union representative of the earliest time they will be permitted to use official time. The Union representative will report to the supervisor upon the end of their use of official time. 2. Union representatives will not use official time for internal union business including solicitation for membership or collection of dues.
Use of Official Time. A. Local Officials 1. Upon request and approval in advance, a reasonable period of time in an on-duty status will be granted to accredited representatives of the Union to perform the duties of their office which are consistent with the Statute and this contract. Reasonable time, including the form it will take (block, percentage, number of hours, etc.) and whether a Council Officer may be eligible to use local time in addition to Council time, may be negotiated in a supplemental agreement. Local Presidents or their designees will normally be released to perform appropriate labor relations duties, subject to local workload requirements. In making this determination, local management will be sensitive to the obligation under Article 6 of this Agreement. Time used to perform approved labor-management functions shall be recorded on the time and attendance report. Official time will not be used for internal Union business, which shall be charged to leave without pay or annual leave. 2. When a representational activity is held at a particular time, the participants will be scheduled to be on duty during that time. 3. A Local Union President or his or her designee may be granted up to two (2) hours travel time for the purpose of traveling to represent a grievant at any worksite within the Sector where there is no local Union xxxxxxx. 4. Union officers and stewards will be authorized official time for all matters relating to the administration of this Agreement and labor-management relations matters, such as-- (a) investigation, preparation, and representation in regard to discrimination complaints and appeals; informal employee or labor-management complaints; unfair labor practice complaints; grievances/arbitrations under the negotiated grievance and arbitration procedure; and statutory appeals. (b) preparation and representation of the Union in labor-management meetings. (c) representation at adjustment of grievances, adverse action and EEO matters that affect bargaining unit members. (d) attendance at committee meetings as the designated Union representative(s). (e) review of and response to memoranda, letters, and requests from the Employer, as well as review and dissemination of instructions, manuals, and notices which affect personnel policies, practices, or working conditions. Use of Official Time. A. Permitted Use of Official Time Union representatives may request official time from the Employer, and the Employer shall grant the use of official time for purposes identified in Section 4.3. The Representative shall not be released from his/her work assignments until the supervisor or the supervisor’s designee grants approval for the official time. Everything in this Article applies whether the Representative will be using official time at his or her workstation or away from his or her workstation. For brief (less than 10 minutes) incoming and outgoing telephone calls and/or personal visits with the Union Representative by an employee or representative of the Employer to discuss a representational matter, no prior approval is required. Official time shall be approved unless approval would result in interfering with the completion of key work assignments of the work unit.
Use of Official Time. Section 1. In addition to any meetings concerning grievances, up to two designated Union representatives or their alternates will be granted administrative leave to attend not more than one monthly meeting with Employer's designees for the purpose of resolving problems dealing with the implementation of this Agreement. Section 2. No Union member or representative shall solicit members, engage in organizational activities, or participate in other union activities during working hours except as provided for below or in the processing of grievances. Union representatives shall be permitted to investigate and discuss grievances during working hours subject to management's responsibility to maintain efficient operations by giving notice to the Employer.

Use of Official Time. Union Representatives will be granted official time in accordance with Sections 7131 (a) and (c) of 5 U.S.C. 7131 and for committee meetings convened at the Employer’s request; arbitrations; other administrative hearings arising from the labor-management activities; or labor-management training and meetings authorized by the Employer. In addition, Stewards will be granted reasonable time to conduct necessary representational duties as required by law, regulation, or this Agreement. Reasonable time is defined as that period of time necessary to accomplish representational obligations established by the terms and provisions of this Agreement. A bank of 1200 hours of official time will be set aside each calendar year for use by the Shop Chair, Chief Xxxxxxx, and Assistant Chief Xxxxxxx to perform contract administration and representational activities. Union Officials may draw on this bank in amounts not to exceed 24 hours by any one official in any one pay period. The Union will notify the supervisor prior to the use of official time that time from the bank will be used, and will also notify the Principal Management Contact in writing, no later than the second workday following the end of the pay period, of the number of hours used from the bank each pay period. Workloads of the aforementioned Union Officials will be adjusted to accommodate time used for representational duties unless to do so would interfere with the Employer’s ability carry out its missions. In the event the bank of official time is exhausted before the end of the calendar year, and when work conditions are such that the Union Official may be excused from work, the above Union Officials will be granted reasonable time to conduct necessary representational duties as required by law, regulation, or this Agreement. Requests for official time for stewards and for official time in excess of the bank by the aforementioned Union Officials will be made on the “Request for Official Time” form, included as Appendix 5. When use of official time is denied, the reason for the denial will be included on this form.
Use of Official Time. 12.1 Union officers, officials and stewards shall be permitted up to a total of eight (8) hours per pay period, averaged over a six (6) month period during working hours without loss of leave or pay to effectively represent employees in accordance with this Agreement. Should the Union demon-strate a need for more official time to perform representational duties as defined in 5 U.S.C., Chapter 71, official time shall be granted in any amount the Agency and the exclusive representative involved agree to be reason-able, necessary and in the public interest. The Parties agree that the Union will guard against the abuse of official time.
Use of Official Time. The procedures described above are intended to standardize requesting and approving official time use and to ensure that time used by Union officials during duty hours in the performance of their official union duties will be with the prior knowledge and permission of the official’s immediate supervisor and will preclude undue interference with assigned essential duties. In the event the Union official’s official business cannot be concluded within the time approved for official time, the union official will contact their immediate supervisor telephonically and request additional time. If the immediate supervisor denies the request, the Employee and the Employer will seek mutual agreement on an alternate time for absence. Should the Employer deny the additional time, this denial will exclude the agency from claiming the Union abandoned the issue or meeting involved. The Union and the Employer will take reasonable action to prevent missing any deadline imposed by law, rule, regulation, or provision of this Agreement.
