STAFF ALLOCATION. L25.1 Upon request the Bargaining Unit will receive a copy of the Ministry of Education Class Size Report. L25.2 No later than March 31 of each school year, following the release of the Grants for Student Needs to school boards and prior to the initial allocation of secondary Teachers for the upcoming school year, the Executive Superintendent of Employee Services or designate will review with the Secondary Consultation Committee the generation of the proposed total secondary teacher allocation for all programs. L25.3 If the Grants for Student Needs announcement is late, a tentative allocation will be discussed with the Secondary Consultation Committee. L25.4 Notwithstanding any of the above, should the legislative requirements change during the term of this Collective Agreement, both parties agree to meet within fifteen (15) school days of such change to explore the effect of such change. L25.5 The total staffing allocation: a) will ensure that secondary class-size requirements are in accordance with the Staffing Accord, the Education Act, and relevant Regulations as amended from time to time; b) will presume for the purposes of allocation a full-time teaching workload as defined in the Workload Accord; c) will include such additional teaching staff allocations as may be required to support various program areas under L25.2. L25.6 The Board will, upon reasonable notice, provide to the Bargaining Unit projected enrolment and staffing data for September of the next staffing year as soon as feasible after the receipt of the request for such information. L25.7 The Bargaining Unit will designate a member who shall receive enrolment data and projections. L25.8 A secondary school’s Average Daily Enrolment in “Dual Credit” courses shall be included in the calculation of the number of secondary teaching positions required in the Board pursuant to this Collective Agreement and/or any class-size regulation.

STAFF ALLOCATION. (a) The Board shall ensure that the average size of its secondary school classes, in the aggregate, meets the requirements under the Education Act. (b) A secondary school’s Average Daily Enrolment in “Dual Credit” courses shall be included in the calculation of the number of secondary teaching positions required in the Board pursuant to this collective agreement and/or any class-size regulation. (c) The Secondary School Staff Allocation Committee will be engaged in the allocation of the additional staffing as per the Provincial Discussion Table framework. (rounded down). (b) The total enrolment of the teacher’s classes in each semester/term shall not exceed the sum of the maxima for such classes. (c) In recognition of the complexity of timetabling or other circumstances which may arise from time to time, some classes may exceed the maximum class loadings; however, no class may exceed the designated loading as per 5.02 (a) as follows: Group A two (2) students Group B one (1) student Group C one (1) student (d) Every attempt shall be made by the principal in consultation with the Local School Staffing Advisory Committee to limit the number of classes which exceed the maximum class loadings to 8% of such classes in each school; however, the number of classes which exceed the maximum class loadings shall not exceed 8% of all the classes in the system. (e) Where any discrepancy from the above requirement exists as of the 15th instructional day in September of a given school year and the 10th instructional day in second semester for a semestered school, the Local School Staffing Advisory Committee shall meet and make recommendations to resolve the discrepancy by September 30 or February 18 respectively. 5.03 A statistical report of class sizes for individual secondary schools shall be reviewed at a meeting between the principal and the teachers of each school to be held no later than the first week of October and for semestered schools, the first week of March. STAFF ALLOCATION. 5.01 (a) (i) Class caps will be consistent with the government legislation. The Board shall not exceed a Board-wide elementary school staffing ratio of 18.1:1 full-time equivalent elementary school students for every full-time equivalent elementary school teacher as per the TCDSB Superintendency Staffing and Enrolment Summaries as of October 31st in each school year. The Board shall not exceed a 24.5 class size average as per the Education Act in classes from Junior Kindergarten to Grade 8. This ratio shall exclude the following categories of teachers on the report: teachers on exchange, on Loan DND, on Loan OECTA, on Loan Science Centre, in Section 27 agreements, on Special Assignment, on Special Leave, on leave of absence, on statutory pregnancy/parental leave and Supernumeraries or Ontario “Teacher qualified” International Languages Instructors. The Board may hire additional teachers but such action shall not obligate the Board to retain teachers in excess of the above Board-wide elementary school staffing ratio.
STAFF ALLOCATION. To facilitate the allocation of staff, the average class size in each school in each category will be calculated and compared to the corresponding system-wide average class sizes based on the Teacher Utilization Reports of October 31 of the previous year. Once the total number of staff and the hold back factor have been determined, the Staffing Allocation Committee will meet to allocate staff to schools. The Committee will allocate staff in a manner that eliminates as much as is practical the difference between the school average and the system-wide average class size for each category.
