Systems Alignment and Consolidation. Large-scale systems are critical to the delivery of essential services; even small issues, inefficiencies, large footprints, security concerns, and misalignment can have major impacts on the public and public trust. Our extensive experience includes the aligning and consolidation of both IT and technical resources as well as general program operations (service delivery “systems”), and we have a developed a proven framework to assess and align both that centers on transference, stabilization, transformation and optimization. More specifically, we focus clearly on planning, including the identification of benchmarks, risks, precise requirements, meticulous project management, and a proven implementation approach. In general, our proven method for this type of projects includes:  Create Key Project Management StructuresIn addition to our proven project methodology, which in this case can either be PMI or Agile, depending, we cannot — for projects that involve systems alignment and/or consolidation — stress enough the critical role of coordination and communication between agencies and/or staff as well as the development of a governance group. We will develop the framework for these components during the initial phases of a project.  Review Current State (“As Is” Assessment) – We evaluate, document and map current processes (see simple example at right) and systems to gain a thorough understanding of current practices. This can include interviews/focus groups and review of application architecture, environments, practices, processes, policies, stakeholders and external partners to produce a singular collection of critical data points to assess against best practices and lessons learned. We will review challenges, inefficiencies, and misalignment in the way the current systems are intended to function and communicate with each other around shared customers.
Systems Alignment and Consolidation. MAXIMUS often works with state SMEs to model current (As-Is) and future (To-Be) business processes and develop a plan that consolidates disparate processes and systems and aligns them with resources to improve performance and/or accountability. This enables an organization to maximize both human resources and information technology, improve quality of customer service, improve performance on the federal and/or state incentive measures, and ultimately reduce costs. MAXIMUS has conducted feasibility studies across various functional areas (for example, MMIS, CSE, WIC EBT) for multiple states to determine the best path forward for consolidating systems and aligning enterprise-wide technology with business practices. For example, our CSE Practice assisted New Jersey, Delaware, and Oregon in preparing all facets of their child support system feasibility studies, each was approved by OCSE.

Systems Alignment and Consolidation. Much of WRMA's work focuses on working with state and federal agencies to evaluate a program, develop recommendations, and implement system transformation efforts to improve program effectiveness. During the transformation, WRMA provided ongoing Wellness Research Monitoring Analytics coaching to state executives to help them maintain communication with stakeholders and staff, training on the new processes and systems for staff, and helped staff adjust to new roles and responsibilities. Table 9 presents additional examples of WRMA's work in this area.

Systems Alignment and Consolidation. Our approach to providing systems alignment and consolidation services uses a business process-driven approach to ensure systems align with business processes and to identify duplicated, similar and related business processes. Our approach is to conceptualize one or more business process models from multiple parts of an organization or across organizations. We then elaborate the business models creating an inventory of business processes with a mapping to systems. As needed, we further decompose business processes and depict them in industry standard business modeling languages (e.g., BPMN). Next is a process of merging business processes where we find like and related processes identifying opportunities for consolidation and alignment followed by a validation process to confirm merged and aligned business processes are correct. The results of business process consolidation and alignment are then applied to systems addressing system specific technology, data and security considerations. We perform ongoing maintenance of the business processes and their alignment to periodically refresh alignment and identify consolidation opportunities. In delivering systems alignment and consolidation services, we focus on using the following techniques: § Business Process Analysis – we have a large number of expert resources that are part of North Highland’s Process and Business Analysis capability with deep skills leveraging assets and tools providing ongoing development in business analysis processes. Our resources are able to learn and document current business processes including elaboration to an appropriate level of detail to define to-be business processes. Our experts produce business process models in industry standard notations including business process model notation (BPMN). Analysis and use of business process modeled solutions not only aids in identifying consolidation and alignment opportunities, it also accelerates implementation of system consolidation and alignment. § Business Process Reference Models – we have deep experience in the business processes of many of the State of Florida’s public service domains (e.g. health and human services, transportation, public safety, environment protection, financial management). For example, in the area of human services we have built and customized business process models and business process inventories that define and provide structure to understanding opportunities for system consolidation and alignment. We lev...
Systems Alignment and Consolidation. The challenges inherent in supporting rapidly changing business processes and leveraging successful software solutions in a dynamic environment with constrained budgets, especially in the context of the COVID-19 crisis, will result in agency budgets being tighter than ever. Our approach to systems alignment and consolidation begins with identifying drivers of change and the results to be delivered. We surface these through stakeholder workshops and strategy review. We then use enterprise architecture practices to identify system capability gaps. Our technology experts propose options to consider filling those gaps, which informs the development of a target systems archi- tecture and roadmap. Our thorough assessments provide a line of sight from future performance goals to business functions to sup- porting systems and infrastructure. We have learned it is vital to incorporate mission-savvy analysts within the process to avoid errors that stem from relying solely on DocuSign Envelope ID: 5BF1998C-9A9A-4602-8351-F41AFE760225 technology-heavy analysts. We view this process as part of a larger suite of applied practices we call the ICF Digital Services Center (DSC). The DSC provides a repeatable approach to address governance, collaboration platforms, enterprise architecture, technology roadmaps, application/ portfolio rationalization, frameworks, templates, industry best practices, technology standards, and tangible assets in the form of product accelerators that help our clients maximize investments, reduce costs, ensure repeatability of solutions, and accelerate solution delivery for user and stakeholder needs.
