Equalization of Overtime. Overtime shall be equalized as much as possible within each division. The parties agree that when bargaining unit employees work overtime in divisions other than his/her regular division, then those hours of overtime worked are to be figured into the employee’s overtime hours in his/her regular division for the purpose of equalizing the overtime within the division.
(a) Employees shall be required to provide one (1) telephone number in order to be contacted for call-out assignments. Employees at their option may provide a second telephone number at which to be contacted. However, failure to provide a second number shall not be considered a loss and/or denial of an overtime opportunity.
(b) Failure to respond and a refusal to any call-out/overtime opportunity shall be charged against the employee as if worked.
(c) Employees who respond to the call/out overtime and actually work shall be charged for hours worked.
(d) Employees who are off work due to vacation, compensatory time, sick leave for someone other than themselves or light duty (providing the call-out assignment is consistent with the applicable light duty restrictions), shall at their choice be available for call-out situations. If the employee chooses to work the call-out, he/she will be charged the overtime worked. Also, an employee who is off due to military service is considered not available for overtime and shall not be charged overtime hours. Employees transferring to a different division shall receive for purposes of overtime equalization the average amount of overtime worked that the existing personnel within the division and classification possess at the time of transfer in order to equalize overtime under Article 11. For the purposes of this Agreement, any refusal of overtime in other divisions will be charged to the employee in his/her regular division as if he/she had actually worked those hours, in accordance with Article 12(E) (Temporary Reassignments).
Equalization of Overtime. (a) Subject to the provisions of this Section, overtime worked shall be divided as equally as possible among the employees who normally perform the work in the Department where the work is to be accomplished and within their job classification. The goal of distributing overtime as equally as possible refers to overtime distribution within a crew on an annual basis. Crew Leaders and Plant Operations Shift Coordinators shall keep daily logs and once per week update the weekly overtime sheet. Based on this update, a new weekly overtime list will be prepared and distributed on Fridays. The employer is not required to break works in progress for the purpose of equalizing distribution of overtime. For Monday through Friday crews, overtime occurring as an extension of the shift may be assigned based on agreement of the crew. Provided, however, on the Utility Worker-Fuel Handler Crew, the Commission shall not be required to break works in progress if the Crew Leader determines that the overtime is not likely to last more than three (3) hours. An employee transferring between departments will be considered to have overtime equal to the highest employee doing the same work on the date the transfer was effective. When an employee has been so excused, notation shall be made on the overtime records that the employee has been offered and has refused the number of hours which would have been worked, and those hours shall be considered as "hours worked" in the future distribution of overtime.
(b) In selecting employees for scheduling or planned overtime the Commission will excuse employees who do not want the assignment, provided the required number of qualified employees are available. The option of the employees to turn down assignment to scheduled or planned overtime, provided there is enough qualified employees available, is not intended to apply to emergency overtime.
(c) When additional help is needed beyond the number desiring the assignment, the additional assignments will be made in inverse order of the amount of overtime worked. Employees in this instance, must make themselves promptly available for work.
(d) The following definitions shall apply for the purpose of assignment of overtime is concerned:
1) Scheduled or planned overtime shall mean work for which at least 24 hours notice has been given.
2) Emergency overtime shall mean work for which, if not accomplished, will interfere with the Commission's obligation to provide continuous operations for the health...
Equalization of Overtime. To the extent possible, consistent with current practice, voluntary overtime opportunities shall be distributed equally among qualified volunteers with similar skills and duties. The employer will attempt to meet overtime needs by first soliciting volunteers prior to making assignments. It is understood that soliciting volunteers may not be appropriate in emergency situations (including short-notice absences). Section Six. (a) Effective 7/1/95, employees who are assigned to a fixed duty station and have previously been receiving portal to portal pay, shall have the benefit of counting their travel time to and from the fixed duty station limited to one-half (1/2) hour each way.
Equalization of Overtime. The city recognizes the principle of equalization of overtime. Such equalization shall be accomplished on the following basis:
a. An overtime file will be maintained on the basis of accumulative hours of overtime worked per employee. Accumulative overtime hours shall be based on overtime offered and/or worked. The file will be updated on a daily basis.
b. An employee shall not be required to work overtime throughout any scheduled vacation or code day period, except callback. Trades or compensatory time shall not be used by an employee to avoid being charged for overtime, except for an emergency leave. Employees agreeing to work overtime shall be bound by the regular attendance procedure.
c. All overtime known one (1) hour in advance will be considered scheduled overtime.
d. Overtime shall be equalized within each separate division. Division commanders or persons acting as Division Commanders shall be responsible for the accuracy and fairness of the overtime card file system. They shall notify the prospective employees eligible for overtime twelve (12) hours prior to the unscheduled overtime period offered if possible. The procedure for holdover will be to offer the longest time available to the first employee on the list, the next longest time to the second employee on the list etc. What determines who is first on the list is the person with the least hours in the card file. The holdover list ends at 0700. Personnel refusing the time offered shall have that amount of time added to their card in the card file. Should all personnel on the list be asked to holdover and refuse, the least senior person shall work the highest number of hours available, the next least senior person shall work the next highest number of hours, etc. until all hours are filled.
e. New employees that hire into the Department shall be charged with the maximum number of hours of overtime.
f. The City and the Union agree that to better insure adequate staffing on Christmas day those employees who work overtime on December 25 will not be charged for those hours worked in the overtime card file.
g. A voluntary overtime list will be established and will be posted in the B.C. office. Anyone willing to work overtime on Christmas day will submit his or her name to the Battalion Chief. On the morning of December 25 if the Battalion Chief is unable to fill unscheduled vacancies from the holdover list, the personnel on the voluntary list will be called to fill those vacancies. Equalization of Overtime. An employee shall not be required to lay off during regular hours to equalize any overtime worked.
Equalization of Overtime. 311 On July first of each year, the number of overtime hours credited to each employee in the custodial department will be reduced to zero.
a. Overtime for classifications other than Custodians (Set Up Worker, Building Services Custodian, Swimming Pool Operator-Custodian, and Stockroom personnel) shall be offered first to the employees within the classification needed and second to all employees within the three (3) Physical Plant Custodial Districts. In both first and second situations overtime shall be offered to employees with lowest overtime hours first and so on down the list (the present practice of posting available overtime will be continued). -312 An employee who changes classifications within the custodial series (Custodian II, III, and IV) shall retain the number of overtime hours which the employee held before the date of change. -313 Custodial overtime within a building will be offered first to the head custodian normally assigned to the building where the overtime is available; and second to all other custodial employees normally assigned to the building; and then to all other custodial employees. In the second and third situations, overtime should be offered to employees with the lowest overtime hours first and so on down the list. -314 When the Employer combines buildings for the purpose of custodial overtime, the overtime shall be offered first to the building heads in the buildings being combined based on the lowest overtime hours worked, until a building head accepts the overtime or all refuse it, after which it shall be offered to those employees regularly assigned to those buildings being combined based on the lowest overtime hours worked within the classification needed.
Equalization of Overtime. Overtime tracking will be based upon total hours worked during a 12 month period (January 1st to December 31st). Overtime of 4 hours or less will not be counted towards overtime worked record.
Equalization of Overtime a. All overtime hours shall be equalized as evenly as possible and distributed among employees of the Department. To effectuate this policy, an overtime list will be maintained at the Command Desk. All refusal of overtime will be noted. No officer will refuse overtime when ordered to work.
b. Overtime for legal proceedings and late calls are not to be included.
1. A master overtime list shall be kept at the Uniform Command Desk to be used by all uniformed supervisors. The C.LD. will maintain their own overtime list. A copy of the overtime lists will be available, posted, and maintained on a daily basis.
2. When additional officers are needed on a particular shift as determined by the Chief of Police, his designee and/or Station Commander, officers from that shift shall be given preference. (An exception would be the second day off). All other over- time, for example, special events, parades, park detail, shall be offered first to the employee credited with the lowest number of overtime hours. If the low overtime employee cannot be reached by telephone or otherwise refuses, he shall be passed over and the next lowest employee in overtime hours shall be contacted. This procedure shall be followed until overtime assignments have been made. In the event two or more employ- ees have the same number of overtime hours, the senior em- ployee will be called first.
3. The supervisor may hold over the low overtime employees without calling members of the affected platoon when there is less than two hours' notice.
4. An employee may file a written request with his command officer that he be eliminated from the overtime list and not considered for overtime. The employee may, at any subsequent time, but in no event more than once in any twelve-month period, withdraw this request, in writing, at which time he will be placed on the overtime list at the highest number of hours within his platoon.
5. An employee who refuses overtime when contacted, shall be credited with the number of hours worked on that occasion for purposes of equalization.
6. A new list will be implemented with each new contract.
7. The supervisor requesting an employee to work overtime will be responsible for recording the entries on the overtime list. Entries to be recorded are: date, hours worked or refused, and attempts to notify. Attempts to notify are not to be used as refusals, but to show that he or they did attempt to notify the low overtime employee first.

Equalization of Overtime. Overtime will be equalized as far as practical among employees in a work area, classification and job family, The Company shall make reasonable effort to equalize overtime within designated groups insofar as practical. It is understood, however, that the requirement for overtime equalizations shall not apply during critical, special, or emergency conditions beyond the control of Management. To meet mission needs, an employee may be offered overtime hours in a different classification from their normal job classification under the following conditions:
a) Employees in the job classification requiring overtime have refused the offer of overtime hours; and
b) Employees in another job classification possess the required skills and qualifications to perform the work. Overtime equalization records shall be posted or openly displayed and available to all employees of the group and to their Union representative. Overtime worked in a bi-weekly period shall be recorded not later than the end of the following week. Hours will be recorded on the basis of paid hours accepted or refused. At the end of each calendar quarter, these records will be reviewed and if an employee falls forty-two (42) hours behind the employee with the greatest amount of overtime in group, the Union and the Company shall meet to discuss a scheduling method to adjust the imbalance. The Company will provide as much advance notice as is reasonable of the requirement for overtime work. If an employee in an overtime group should decline an overtime assignment, the qualified employee with the lowest amount of overtime will be assigned the work. An employee excused for Union Business shall not be charged with overtime offered. A new employee meeting the minimum qualifications in a work group will begin with the group’s number of average hours at the time assigned to the group. An employee on an authorized leave beyond ninety (90) days shall be removed from the overtime group and assigned the group’s average number of hours when returned. Twenty-four (24) hours’ notice will be given to an employee(s) or no charge will be made for refusal. Overtime, offered by telephone, with more than twenty-four (24) hours’ notice, which is refused, will be entered on the overtime record to reflect the refusal.
