Building Leadership Teams a. For purposes of collaborative site-based decision making, each building/program will establish its own committee structure. However, at a minimum, each school must form a Building Leadership Team and each program will determine a decision-making process that meets the needs of the program. The collaborative decision-making process will be communicated to the entire staff through a written document, which will include a decision-making matrix.
b. The Building Leadership Team for each building shall consist of at least:
1) The principal, and
2) Five (5) elected SEA-represented staff. One of the five elected seats will be designated for and voted upon by classified SEA-represented staff. If the BLT exceeds 7 SEA members, representation of classified staff should at a minimum be two, ideally one paraprofessional and one SAEOP.
3) To the extent possible, the Building Leadership Team will reflect the racial and ethnic composition of the school staff and school community. The Building Leadership Team must be selected by a process that is supported by the SEA-represented staff at the school. The structure of the BLT will be reviewed with the staff each year. The documents created will be provided to the SEA and Education Director with a copy forwarded to the Director of Human Resources.
c. The primary function of a Building Leadership Team is to promote and facilitate the collaborative decision-making process which affects academic achievement and to identify how to support the needs of students and staff in buildings. The more specific responsibilities of the Building Leadership Team are to oversee the facilitation and development of:
1) An Academic Achievement Plan (aka Transformation Plan), including the configuration and structure of the school’s classes and/or program offerings.
2) A school-wide professional development plan to support the Academic Achievement Plan.
3) The school’s budget.
d. Because one of the shared beliefs is that those impacted by decisions must be given an opportunity to be involved in the decision making, the parties recognize that extra effort may be required to provide opportunity for representatives of the paraprofessional and office professional staff to participate in the work of the Building Leadership Team. Building Leadership Teams. To provide for teacher input into the building level decision-making process, each principal will establish a building leadership team to meet on a regular basis. The purpose of the committee will be to provide the principal with staff input prior to the finalizing of decisions which would have significant impact upon overall building operations, and to provide a forum for detailed discussion which might normally impede the efficiency of a larger, general staff meeting. Service on the Building Leadership Team shall be on a voluntary basis only. Teacher representatives on the committee shall be selected by those certified staff members in the building who are members of the Association bargaining unit. Up to five (5) members will be selected to serve on an annual basis. Agenda items for Building Leadership Team meetings may be submitted by the principal or through any teacher representative on the committee.
Building Leadership Teams. Agendas will be distributed to staff at least 24 hours before the meeting and minutes will be distributed within 48 hours after the meeting. Decisions by Building Leadership Teams shall be supported with the consensus of the entire building staff.
Building Leadership Teams. District Leadership Team
(1) representative from each BLT • All building administrators • Union President or designee • Guidance counselor • Representatives from the Superintendent’s Office • Others as determined by the BLT The DLT shall be responsible for the coordination of BLT efforts to ensure compliance with state requirements, the District Mission Statement and Board goals. The DLT shall meet on a monthly basis.
Building Leadership Teams a) Purpose and Scope
1) No Building Leadership Team shall negotiate terms and conditions of employment.
2) Building Leadership Teams shall work through the pure consensus decision-making process to address issues facing their respective buildings such as instruction, positive behavior interventions and supports (e.g., student discipline), feedback and conference for building leadership and climate, building improvement plans, building wide teacher workdays, and individual teacher workdays. Alternatively, a Building Leadership Team may charge a committee to address such issues through the consensus decision-making process. These committees may address, but are not necessarily limited to, building specific issues affecting the club advisors and selection process, career and technical, scheduling student assistant teams, end-of-year procedures, professional development, beverage machine proceeds, building/program budgeting and appropriations, crisis/emergency situations, special education, experimental programs, supplemental funds, departmental budgets, student activity accounts and technology.
3) Only the OCFT and administrators shall serve on committees addressing issues exclusive to teachers.
4) Only OAPSE and administrators shall serve on committees addressing issues exclusive to OAPSE.

ARTICLE 45 CALENDARS
(A) Early dismissal on last student school day for employees for closing out school year.
(B) In the event of school closure prior to January 1st, the Friday holiday in February will be utilized as a school make-up day. If schools are closed due to inclement weather prior to the second Friday in February the closure day will be made up on the Friday prior to Memorial Day in May. Make up of additional closure days will be mutually agreed upon between the District and the Association. The scheduled end of first semester shall not be changed unless there are more than three (3) closure days to make up from first semester.
(C) The first Waiver Day will be during the first half of the school year. The second Waiver Day will be attached to the Presidents’ Day holiday. Continuation of these days is contingent on state funding and/or an approval of a waiver of the 180-day student school year requirement and/or appropriate program hour requirements.
(D) Winter break will consist of a minimum of ten (10) school days.
(E) Mid-winter break consisting of one (1) day will occur on Friday in February prior to the Presidents’ Day holiday on Monday (four-day weekend).
(F) Spring break will consist of five (5) consecutive days, the majority being in the first week of April.
(G) Four (4) one-half days early dismissal at elementary and four one-half days early dismissal at secondary for parent reporting preparations.
(H) The two (2) full supplemental days (waiver days) are included in the one hundred eighty (180) day calendar as indicated in Article 18, Section 9, Waiver Days.
(I) Day before Thanksgiving will be a non-workday. School year calendar parameters shall be set forth as follows:
(a) Calendar options for the following year will be prepared by the District and presented to the Association President for Association recommendation.
(b) The Association recommendation is due to the District within 30 days.
(c) The calendar for the following school year will be announced by March 15th of each school year.
(d) The first required staff day shall be no earlier than September 1.
Building Leadership Teams. The elementary and middle high school administrators will create Building Leadership Teams for the sole purpose of establishing academic goals and improvement processes in conjunction with the requirements of the Building Accreditation Process. These Building Leadership Teams should represent a good cross section of each building’s staff population. An example of the composition of each team might be as follows:
1 Pre-K through Grade 1 Teacher 1 Grade 2-3 Teacher 1 Grade 4-5 Teacher 1 Specials Teacher 1 Paraprofessional Building Administrators Middle/High 1 Language Arts Teacher 1 Math Teacher 1 Science Teacher 1 Social Studies Teacher 1 Elective Teacher 1 Paraprofessional Building Administrators Persons should be considered to serve on these committees based on their leadership qualities and influence among the building staff. No one will be required to participate if they choose not to do so. Each committee will have at least one person serving who is a current member of the Center Education Association. All leadership team nominees must be approved by the Superintendent by August 15 of each school year. Each BLT should meet at least once per quarter with a main responsibility being to plan the agenda for each in-district Professional Learning Community session and to plan for overall instructional improvement. Minutes of all meetings will be distributed to all building staff via email within one week of each meeting. Each spring, the Building Leadership Teams will follow this prescribed Improvement Cycle: By spring break, of each school year, and by using School and District Performance Frameworks, each BLT will review their data, brainstorm areas of focus, and identify things we need to stop doing and report these items to the District Leadership Team. By mid-April the District Leadership Team will also look at SPF and DPF data, brainstorm areas of focus, and identify things the district needs to stop doing. At this time the District Leadership Team will assign the development of action plans to each Building Leadership Team around each targeted area, to be completed by the first of May. The District Leadership Team will finalize the district improvement plan each year by the first of June and the superintendent will propose a budget aimed at to achieving such targeted improvements. Building Leadership Teams. Building Leadership Teams should strive to incorporate diverse ideas, viewpoints, and backgrounds, while making decisions that reflect the values and needs of the community. Building Leadership Team positions will be posted annually through a building-level application process. Building Leadership Team meetings shall be open to all interested employees. Agendas will be distributed to staff at least 24 hours before the meeting and minutes will be distributed within 48 hours after the meeting. Decisions by Building Leadership Teams shall be supported with the consensus of the entire building staff.
Building Leadership Teams. (A) A Building Leadership Team shall be instituted in each building to investigate, study, discuss and implement solutions to building issues.
(B) Representation shall be as follows: High School - Principal All Department Heads Other Representatives as needed Middle School - Principal One (1) Representative per Team One (1) Special Education Representative One (1) Special Area Representative Other Representatives as needed Intermediate School - Principal One (1) Representative per Team One (1) Special Education Representative One (1) Special Area Representative Other Representatives as needed Elementary School - Principal One (1) Representative per Grade Level One (1) Special Education Representative One (1) Special Area Representative Other Representative as needed The term for representatives on a Building Leadership Team shall be determined by the Building Leadership Team or by contract as per 8.1.8 (A). Terms shall be staggered and, upon the expiration of a term, an open invitation to serve on the Building Leadership Team shall be made to the constituents affected. Other staff may not be present at any BLT meeting except by mutual consent.
(C) A teacher co-chair shall be selected by the team to serve as co-chair with the principal.
(D) Meetings shall be held a minimum of once a month. An agenda shall be mutually developed by the co-chairs and shall be submitted to all BLT members at least forty- eight (48) hours prior to the meeting. Any member of the team may submit an item for inclusion on the agenda. The intent is for BLT members to come to the meeting as well prepared as possible. A specific day and time shall be agreed to for future meetings. Every attempt shall be made to keep such a schedule, realizing that some flexibility is necessary. Items may be added to the agenda by mutual consent.
(E) Unless the BLT members mutually agree otherwise, the teacher co-chair and the Principal will alternate as secretary and will prepare minutes of the meeting, including the resolution of issues. Before distribution, both co-chairs shall review the minutes. Copies will be provided to the Superintendent, principal and all building members. Neither the written summaries of minutes, the minutes of any meeting, nor the comments of any participant shall be used in any grievance, arbitration, and/or any other type of proceeding.
