Employee Training Program. The Company has always recognized the importance of providing training opportunities for employees so that they could improve their skills and advance to jobs of greater responsibility and higher pay. Now, because of changing conditions, and in particular, changing technology, new approaches to and expansion of employee training are required. The Company has, therefore, agreed with the Union to expand and enlarge its efforts to provide training opportunities for employees so that they can equip themselves for advancement. It is mutually recognized that there are many complicated practical problems involved and enlargement of training opportunities must, therefore, be approached on an experimental basis and on the understanding that certain procedures or methods may not work satisfactorily and might have to be changed from time to time, and others tried. On this basis the Company has agreed with the Union to expand the scope of opportunities for training, and the parties agree to co-operate to this end as follows:
Employee Training Program. Employees shall be allowed reasonable opportunities to learn the work of other classifications during their time off, on a voluntary basis, this must be mutually agreed between the Employer and the employee. In the event that two (2) employees wish such training at the same time, the training will be offered first to the most senior employee. The foregoing does not preclude the Employer from establishing paid training for posted positions if it is deemed necessary. No employee shall be displaced or replaced as a result of cross-training.

Employee Training Program. The Employee Training Program (ETP) helps employers, who have proactively hired employees in anticipation of their workforce needs, to offset the cost of training for new employees. The ETP can assist employers who require employee up-skilling due to economic, technological and/or organizational change, and may be used to support individuals who are under-employed or employed and in need of training to maintain their current job and/or advance, progress or move to a different and/or better job. The ETP may also be used in conjunction with the Wage Subsidy Program (WSP) to offset the costs of training employees. Requests for ETP are primarily supported under the WDA. If used in conjunction with the WSP, then support may also be provided under LMDA. The objectives of the Employee Training Program (ETP) are to support employers: To increase employee skill levels through relevant education and training to facilitate advancement within their career; To bridge employment skills gaps through specialized training supports; and To encourage employers to hire NWT residents with minimal work experience by offsetting the costs of training.

The existing procedure is that trade or craft employees, other than graduates from the Apprentice Programmes, are required to take trade tests in all cases before being upgraded. It is agreed that henceforth the qualifications required for upgrading toward a higher rate will be determined by supervisory assessment. If supervision qualifications for advancement, the results of the determination will be discussed with the employee and suggestions as to how qualifications might be improved will be made, and ways and means of carrying out such suggestions will be explored with the employee. If the employee does not agree with the determination made, he may request and shall receive a trade test. The Company is prepared to increase training opportunities for employees in addition to the current normal training already being accomplished. Suchtraining will take place as follows: An employee who wishes to move to a different line of work within his own department may apply in writing to his Superintendent for the necessary elementary training. Employee Training Program. The Corporate Compliance Manager will be responsible for ensuring there are training programs in place to educate and train STX vessel and shore side employees associated with the operation and management of its vessels. The Corporate Compliance Manager will name a Group Training Manager who ensures that the requirements of this section are met. Training shall occur for all such employees by qualified instructors at a training facility, which may include Computer Based Training on a ship or office before an employee assumes his or her duties. The training shall consist of pertinent sections of this ECP, the EMS, and existing marine environmental protection requirements. The training shall include shipboard-related technical and practical information associated with pollution prevention and the operation, maintenance and repair of pollution prevention equipment and systems and be appropriate for the work responsibilities and department in which an employee works. The training must include discussion of the consequences to the defendant and its employees for failure to comply with the requirements of this ECP, EMS and existing marine environmental protection requirements. Annual refresher training for all such employees must be performed by qualified instructors, and may be performed onboard ship by Computer Based Training. Where possible a basic initial training program shall be provided to vessel employees currently onboard vessels in an effort to promptly mitigate pollution risk and ensure environmental protection. However, such employees must receive the shore side training prior to returning to a vessel on a new contract. The Group Training Manager will maintain a catalog that provides an overview of the training courses; identifies the person responsible for delivering the training; and establishes a tracking system to monitor the type, frequency and successful completion of training.
