JOB POSTING AND BIDDING PROCEDURES. A. Within ten (10) calendar days after a job vacancy arises, the Employer shall post a notice of vacancy for a period of at least five (5) working days. A copy of each such notice shall be submitted to the Local President. A vacancy is an existing or new position that the Employer has authorized to be filled, whether created as a result of the resignation, retirement, termination, transfer between classifications, death of an employee, or the need for additional services. If a vacancy is posted during the summer, the notice will be posted for at least ten (10) calendar days and a copy will be sent to the Local Union President. The notice of vacancy shall contain a job title, work schedule, required qualifications for the position, building or program location, pay range, and deadline for submitting a bid. In the case of a teacher, the notice of vacancy will also specify the required certification. Employees who wish to be considered for the posted position must submit a bid in writing to the office of the person designated on the posting by the deadline for submitting a bid. Posted positions shall be filled within fifty (50) calendar days from the close of the posting of the notice, if an applicant satisfactory to the Employer is found. Positions shall be awarded within ten (10) days after the last applicant interview. Xxxxxxxxxx of interviews will commence promptly after the close of the posting period, and reference checks will commence promptly after the completion of interviews. The notices of vacancy shall be placed at each site (i.e., school, board office) in a designated area and a copy sent to the local Union President. B. All timely-filed applications will be reviewed by the Employer and the position will be awarded to the applicant that the Employer deems most qualified. Criteria for selection shall include qualifications, skills and/or experience relevant to the job to be performed, and seniority with the Board. The Employer will grant an initial interview and give consideration to all bargaining unit applicants who have timely submitted a bid and meet the required qualifications set forth in the job posting. C. In the event the Employer deems 2 or more applicants equally qualified, preference will be given to an applicant from within the bargaining unit with the most system seniority, if any. JOB POSTING AND BIDDING PROCEDURES. (A) All vacancies and/or newly created positions within the bargaining unit to be filled shall be posted no later than the earliest of the following: (1) No less than ten (10) calendar days before the date of an intended vacancy (when known by the Employer, such as a retirement); or (2) No more than ten (10) calendar days after the position becomes vacant. The positions posted under this provision will be filled on the basis of seniority, qualifications and ability to perform the job, and past performance. All components will be weighted as equally as possible. When components are substantially equal, seniority shall be the determining factor. Notice of vacancies or newly created positions shall be posted on each Union bulletin Board for five (5) working days. Prior to filling such vacancy or newly created position, employees interested in applying for the position shall apply within the five (5) working days posting period. (B) All vacancies or newly created positions shall be awarded or denied within twenty (20) calendar days from the end of the posting period. In the event the senior employee(s) is (are) denied the position, the reasons for denial shall be given in writing to said employee(s). (C) The Employer shall furnish the Chapter Chairperson with a copy of each job posting, a written list of each applicant who applied for the position, and shall indicate on the list to whom the position was awarded. (D) An inservice training program will be established by the Employer in order to familiarize the successful bidder with the job routine. An employee who is a successful bidder on the job shall be on a training period for the first twenty (20) working days. During said working day period, the Employer shall evaluate the employee's performance in the newly assumed position. At the conclusion of the said twenty (20) days, the Employer may return the employee to the former position if the employee's performance has not been satisfactory to the Employer. During the first twenty (20) working days in the new position, the employee shall have the right to return to the position held immediately before the promotion. During the trial period, the employee’s former position may be filled with a substitute if the employee’s former position is a C1 or food service position. If the employee is unsatisfactory in the new position, notice and reasons shall be submitted in writing to the employee. The matter may then become a proper subject for the grievance procedure....
JOB POSTING AND BIDDING PROCEDURES. Section 1. Whenever the Employer determines that a permanent vacancy exists within the bargaining unit, a notice of such vacancy shall be posted on the Employer’s bulletin boards in all facilities and elsewhere for a period of seven (7) days. No posting shall be made until after the Union is given a copy. Applications will be considered from both internal and external applicants. During the posting period, anyone wishing to apply for the vacant position(s) shall do so by submitting a written application or bid slip to the Employer. All employees shall be notified in writing or by posting at their place of work of all vacancies which are to be filled and/or newly-created positions or classifications within ten (10) working days after the vacancy occurs, unless extended by mutual consent. Employees interested in applying for the position shall make application to the Superintendent of Schools or the designated supervisor. The time limit for application shall be five (5) days after the posting unless extended by mutual agreement. The following positions have district tests in place and require a 70% minimum passing score: Secretarial, Head Custodian, Library, Computer Lab, and Maintenance. Each of the District Tests are allowed to be taken only two (2) times per year and six (6) months between the 1st and 2nd times. The school district will offer these testing opportunities for all interested LESPA members once in November and once in May of each school year. However, in the case of the maintenance and head custodian test, an employee cannot re-take the test more frequently than every two years after failing it twice. Mechanics must have the necessary certifications at time of hire. Complex Head Custodian is required to pass (70%) the District Maintenance Test. Vacancy postings will list the classification, qualifications, building location, general description of their work, the regular schedule of hours and anticipated beginning date. Vacancies will be filled in the following sequential order: (1) The Employer shall select within five (5) working days after the close of the time limit for application the best qualified candidate from those applying from the classification in which the vacancy exists by considering the following: Seniority within the classification of the vacancy, work record, and ability demonstrated within the classification of the vacancy. Good attendance or poor attendance will be an integral part of work record. (2) Vacancies within a classification without applications by the posted deadline from current employees within the classification of the vacancy, shall be posted with all employees and also for non-employees. (a) No new employee shall be interviewed for a vacant position until the four (4) applicants from the unit with the greatest seniority have been interviewed and have been determined by the Superintendent or the immediate supervisor to be unacceptable for the posted position.
