JOB POSTINGS AND PROMOTIONS. 11.01 It is recognized that it is the policy of the Corporation to promote qualified regular employees from within the Corporation whenever possible.
11.02 (a) The term "vacancy" as used in this Agreement shall be defined as any permanent job opening of more than forty (40) consecutive working days' duration. A "temporary vacancy" shall be defined as any job opening of less than forty (40) consecutive working days' duration or longer with the approval of the Union. However, vacancies of more than (40) working days caused by employees being on vacation, off sick, on Workers' Compensation, or on an approved leave of absence shall also be considered temporary.
JOB POSTINGS AND PROMOTIONS. 24.01 The Company shall, within fourteen (14) calendar days of the vacancy occurring which the Company intends to fill or a new position being created, post a notice of all permanent vacancies or new classifications, in each operation for four (4) working days, to allow employees opportunity to make application for such positions. Excluding vacancies caused by automation and/or technological changes, future vacancies caused by seniority employees quitting, dying, retiring, or being terminated from the current seniority positions will be posted and available also to seasonal employees.
24.02 Vacancies of a temporary nature shall be offered to senior employees having due regard to ability to perform the work available. In the event a suitable senior employee is not available the Company shall fill such vacancies temporarily, for a period of fourteen (14) days, during a period of sickness, vacation, accident or an approved leave of absence.
24.03 Seasonal employees shall be entitled to apply and be awarded vacancies as indicated in 24.01 and 24.02 above but can only be awarded any posted vacancies if no full-time employees have applied and/or if the full-time employees do not have the ability to perform the work available. Full-time employees must be able, willing and available to work in the Plant on an on-going basis as operations require to be promoted to a full-time position. If a seasonal employee is successfully promoted to a full-time position they shall complete a five (5) day training/trial period to determine if they can successfully complete the job assignment in question. In certain situations, the training/trial period may be extended.
24.04 Seasonal jobs shall be posted and senior employees will have preference to fill the vacancies. If vacancies still exist after senior employees have been offered the jobs, then seasonal employees will be hired. Once the vacancies are filled then the provisions of Article 24.05 shall apply. Seasonal harvesting jobs will be considered a temporary vacancy so that employees will be able to return to their pre- harvesting job at the end of the harvest.
24.05 When a job has been filled, then a more senior employee cannot "bump" this employee, unless there is a reduction of the work force or their job has been deleted for five (5) or more working days.

JOB POSTINGS AND PROMOTIONS. 32.01 Job postings for Continuing, Recurring Term, Limited Term and Temporary positions for periods of employment exceeding one (1) month in duration will be maintained on the Human Resources website. An electronic copy of each Job Posting will be sent to the Local Chairperson. Job postings will be maintained for a period of no less than seven (7) calendar days prior to filling the position. When the above procedure is not practicable, the Union Membership Services Officer (MSO) will be so informed.
32.02 In determining the successful candidate for a posted position, the qualifications listed in the job posting shall be the primary factors considered. An Employee's employment history may also be considered. Where the Board deems the aggregate of such factors to be relatively equal between applicants, seniority and employment equity shall be the determining factor.
(a) A promotion is defined as the movement of an Employee to a classification with a higher grade level.
(b) An Employee who is promoted to a position with a higher-grade level shall have their salary adjusted to the minimum of the new grade level, or to an appropriate step in the new grade level, which provides for a minimum of a four percent (4%) increment.
JOB POSTINGS AND PROMOTIONS. 9:01 Where a vacancy occurs or a new position above the rank of First Class Constable is created and such appointment may provide promotion for any police member, notice shall be posted at appropriate locations, including all bulletin boards where possible for a minimum of fourteen (14) calendar days and a copy of the notice shall set out a job description of the position, qualifications required, the wage rate, and date of posting.
9:02 All vacancies, including promotions and new positions, shall be filled on the basis of ability and efficiency, provided where these factors are relatively equal as between two (2) or more candidates; seniority will be the determining factor.
JOB POSTINGS AND PROMOTIONS. 9:01 Where a vacancy occurs or a new position is created and such appointment may provide promotion for any member or where a part-time position is converted to a full-time position, notice shall be posted through force broadcast message where possible for a minimum of fourteen (14) calendar days and a copy of the notice shall set out a job description of the position, normal working hours, list of tests and qualifications required, the wage rate, and date of posting.
9:02 All vacancies, including promotions and new positions, shall be filled on the basis of ability and efficiency, provided where these factors are relatively equal as between two (2) or more candidates; seniority will be the determining factor.
(a) The Joint Job Evaluation Committee shall consist of four representatives, two appointed by Service management and two appointed by the Association.
(b) New positions or existing positions undergoing significant change, shall be evaluated by an external consultant agreed to by the committee to determine the appropriate rating and salary level.
JOB POSTINGS AND PROMOTIONS. SECTION 1: Represented employees who accept a promotion or transfer to a non- represented position will forfeit their seniority once the employee has left the non- represented position for 60 days. This will not pertain to employees who are affected by budget cuts or lay off provisions. However, no “bumping” of a bargaining unit employee will be allowed upon return to the bargaining unit.
SECTION 2: All job positions will be posted in-house for viewing first. The COMPANY agrees to promote the most senior bargaining unit employee by Company seniority who applies for another bargaining unit position and meets the qualifications for the position.
JOB POSTINGS AND PROMOTIONS. Where a vacancy (other than of a temporary nature) occurs in any job which the Company decides to fill, notice of such vacancy shall be posted for a period of five (5) days.
9.2.1 The applicant with the most Company seniority shall, if they possess the greatest composite of skills, ability and qualifications as determined by the Company, relative to the vacant position, be selected. However, the parties recognize that "on-air" classifications require a standard of performance that is not capable of definition in solely objective terms. The employee with the most Company seniority, who, in the opinion of the Company, possesses the requisite skills, ability and qualifications shall be selected to fill the vacancy in an “on-air” classification. The Company may hire applicants from outside the bargaining unit where no equally qualified employees apply and are accepted for the position.
9.2.2 An employee promoted to fill a vacancy in a higher classification shall be on a trial period in such classification for a period of three (3) months, however, the period may be extended up to a total of six (6) months after discussion between the Union and the Company. The Company may at any time during this trial period, return the employee to their former classification with no loss of seniority. At the conclusion of a successful trial period the employee will be advised in writing that their promotion has been made permanent.
9.2.3 Employees who perform in a job classification different from their regular classification will not be penalized for errors committed during such performance if such errors are not a result of negligence.
9.2.4 Should an applicant for promotion or transfer be unsuccessful, it is agreed that Management will discuss with the employee, if so requested, why their promotion or transfer was denied and will bring to the employee's attention any shortcomings which may affect their opportunities for advancement.
JOB POSTINGS AND PROMOTIONS. A. A job opening or vacancy shall be posted on an appropriate bulletin board for a period of seven (7) working days.
B. The Board will endeavor to fill permanent job openings by promoting employees, from the next lower rated job title, who possess the requirements enunciated by the Department of Personnel and who are subsequently certified by the Department of Personnel.
C. The Board will endeavor to fill temporary vacancies by offering permanent employees who possess the requirements enunciated by the Department of Personnel the opportunity to work out of title.
D. If in the sole opinion of the Director there are two (2) or more employees with equal qualifications and ability to perform the work, the employee with the greatest seniority will be given preference provided that this decision of the Director is not subject to the grievance procedure.
E. All promotions and promotional policies are subject to Rules and Regulations of the Department of Personnel.
