TIME OFF - UNION BUSINESS. 18.04.01 The Company recognizes the importance of prompt handling of Union business, such as the handling of grievances throughout the process, negotiating of amendments to Agreements, and the attendance of Union meetings at various levels; the Company further recognizes the importance of the role of the Union Officers in carrying out the functions of Union business. It is therefore agreed that Union representatives be granted reasonable time off and transportation in accordance with Company regulations to carry out such functions. This time will be allowed as promptly as possible consistent with service pressures. In order to facilitate this process it will be the obligation of the Union representatives to afford as much notice as possible of such needs and to clear their activities both with their own supervisors and with the supervisors of the employees involved in any problem situation.
18.04.01.01 Where Union Headquarters requests time off for employees to attend pre-scheduled educational training, the Company shall, within reason, ensure those employees so designated will be released from duty. Union Headquarters shall request such time off from the Company at the Headquarters level and such requests to the Company shall afford as much notice as possible.
18.04.01.02 Time off for the Union Bargaining Committee (5) members will be forty (40) hours per week to be absorbed by the Company. NUMBER OF EMPLOYEES TIME OFF
18.04.01.03 For the purposes of the calculation, only employees who are on the Unifor seniority list as of December 31st of the previous year and who have worked at least one day, with the exception of any employee holding layoff status will be included.
NOTE 1: The Unifor Bargaining Representatives, the Unifor Local President and the Unifor permanent staff will also be excluded from the calculation. The District Chairs, Vice- Chairs, Vice-Presidents and other Union officers shall however be included. NOTE 2: The calculation of the number of employees for the purpose of allocating Time off for Union District Chairs will be calculated at the beginning of every year as per Articles 18.04.01.02 and 18.04.01.03, however, the new calculation will only be in effect for that year.

18.04.03 Time off shall be charged to either the Union or the Company, depending on the activity, on the following basis: Grievance Procedure General, Discipline and Discharge Charge to Code number
TIME OFF - UNION BUSINESS. 18.03.01 The Company acknowledges the right of the Union to appoint or otherwise select Union stewards for the purpose of representing employees in the handling of complaints and grievances.
18.03.02 Subject only to operational requirements time off for Union business shall be granted to the Union Chairperson and/or designated employee, by the Company, at no cost to the Company.
18.03.03 Where the Union requests time off for employees to attend Union conventions, training or official meetings of the Union, the Company shall, subject to the requirements of the service, ensure so designated employees be granted a leave of absence without pay for a period of up to five (5) consecutive days. The Union shall request such time off at least two (2) weeks prior to the time being requested from the Company.
18.03.04 The Company shall grant a maximum of two (2) employees up to a one (1) year leave of absence without pay for work assignments with the International Union. The Union shall provide the Company with thirty (30) days advance notice of the requested leave of absence as well as the reason(s) for such leave. Such leave will not be unreasonably withheld and the employee(s) selected will continue to retain and accrue seniority in accordance with Article 10.04.
18.03.05 The Union shall be billed for the time off except in those cases where the Company has agreed to absorb certain costs. In either case, the employees involved in this activity are not debited or removed from the payroll. The billing to the Union shall be the hourly rate of pay for the employee involved times the number of hours taken as time off, and the benefit premium costs for the employees involved on a pro rate basis.
18.03.06 The Company shall pay the cost of time off for three (3) Bargaining Committee member for time spent in direct negotiations with the company.
18.03.07 All time spent at grievance meetings and joint consultations meetings with management, held during regular scheduled working hours, shall be paid for by the Company.
18.03.08 The Company will provide the Union up to one (1) hour orientation period in order to address new employees at initial training sessions. Such orientation period will not include non-bargaining unit employees.
18.03.09 Representatives of the Union not employed by the Company shall not enter onto the Company premises for any reason without prior authorization from the Company, which shall not be unreasonably withheld.

TIME OFF - UNION BUSINESS. A. Employees who are members of the Association's collective bargaining group shall be allowed time off to participate in the Association's negotiations with the Employer provided such time off would not unduly interfere with the operations of the Fire Department. In any event, the request for the time off shall be made to the Chief.
B. The President, Vice President and Secretary/Treasurer of the Association shall receive a combined total of seven (7) days each calendar year as time off with pay to attend to Union business, with the understanding that no more than two (2) Union officers can be off at the same time.
TIME OFF - UNION BUSINESS. A. Three members of Local 1647 who are appointed as said Local’s bargaining team shall be allowed time off for collective bargaining negotiations with the Town Manager without loss of pay or benefits and without the requirement to make up said loss of time, subject to prior approval of the Chief of the Fire Department
B. Such members of the Local 1647 as may be designated by the Local shall be granted leave from duty without loss of pay for union business such as attending labor meetings, conventions and educational conferences, provided that the total cumulative leave for all the purposes set forth in this paragraph shall not exceed twelve (12) days, with an additional two (2) days at the discretion of the Chief, in any year and shall be subject to approval of the Chief for scheduling purposes, and said approval shall not be unreasonably withheld.
C. Such members of Local 1647, with the Chief’s approval, shall be granted leave from duty without loss of pay to attend Fire Department related seminars and conferences, provided that the total cumulative leave for all purposes set forth in this paragraph shall not exceed twelve (12) days in any year.
D. The Local President Local 1647, with the Chief’s approval, shall be granted leave from duty without loss of pay to attend State and International conventions every other year.
TIME OFF - UNION BUSINESS. All employees covered by this Agreement, who are officers of Local 1555, or who are appointed by Local 1555 as members of said Local's Collective Bargaining Negotiating Team, shall be allowed time off for official union business, negotiations, or conferences with the Town Administration or Chief of the Department, without loss of any pay or benefits and without the requirement to make up said loss of time. Time off will only be allowed if there is no cost to the Town. Approval must be given by the Chief. The President shall also be granted a total of 24 hours off, per fiscal year, from duty without loss of pay or other benefits to attend monthly local or state union meetings as well as the convention of the IAFF or PFFM.
TIME OFF - UNION BUSINESS. An employee of the Company who is elected or appointed to a full-time position with Local Union 2337 will be granted time off union business for the period of time that he or she occupies such position with the Union provided the employee conducts IBEW Local Union 2337 business only. It is agreed that an additional employee will be granted time off union business for full-time Union employment under the above conditions if the total number of Company employees represented by Local 2337 increases by ten (10) percent over the number of employees represented on November 11, 1988. Under no circumstances will more than one (1) employee from FGE be allowed time off union business under this section during the same period of time. It is also agreed that such time off union business shall apply only so long as Local Union 2337 has no more than four (4) full-time Union representatives, excluding office employees, such as secretarial or clerical. It is also agreed that such time off will be without pay and without holiday or vacation benefits. During such absence, the employee shall be allowed to continue participation in the Group Medical, Group Dental, Group Life, Accidental Death and Dismemberment, Long Term Disability, and PCS Insurance Plans, by paying the full cost of same. The Company Retirement Plan will continue for the employee on leave-of-absence with credit for length of leave-of-absence, but without regard to salary during such leave. The Company Thrift Plan will be suspended for the employee on leave-of-absence; however, if so desired, any investment shall remain in the Plan. The employee will be reinstated immediately upon returning to regular status. When wages are a factor in computing the level of benefits or premium payments due under these plans, the wage level shall be the same as the current wage step paid by the Company for the classification, which the employee formerly occupied. All premiums payable by the employee on an approved time off union business are due the first of each month for the ensuing month. Upon the employee’s return to the service of the Company, he shall be reinstated at his previous wage step, in his former classification, or its equivalent, provided he has the fitness, ability, and qualifications to perform the work.
