ASSOCIATION/BOARD RELATIONS. 4.1 Association business which involves a called meeting of the general membership shall be conducted before the beginning of or following the conclusion of the usual duty day for teachers. Association business which involves a school unit of the Association shall be conducted before the beginning of the duty day or following the dismissal of students. Such meeting must not interfere with the normal, orderly conduct of the schools and may be held in the school building without charge. The Association or its representatives will make arrangements for meeting space and time with the principal of the building in question.
4.2 Other Association business shall be conducted at such time and in such manner that the rights of teachers and students are not infringed and that all normal operations of the schools are not interfered with or interrupted. With the permission of the principal, a teacher identified by the Association will be able to leave the worksite at the end of the student day in order to conduct Association business.
4.3 Duly authorized representatives of the Association and their respective affiliates may enter the school during the duty day for a meeting with an individual teacher lasting no longer than 30 minutes, if in the principal or designee’s judgment their presence will not disrupt the operation of the school. Association representatives shall follow all proper sign-in procedures. For any other access to the school building during the duty day, Association representatives shall contact the principal or designee to request a time and date mutually agreeable by both parties.
4.4 The Association may place notices, circulars, or similar materials pertaining to legitimate Association business which has been shown or given to the principal and which clearly identify the individuals and/or organization responsible for the information contained therein, in the distribution boxes provided for teachers.
4.5 The Association may display notices, circulars, or similar materials pertaining to legitimate Association business on the tackboard in faculty room(s) which is designated by the principal of the school for such purposes. All material to be so displayed must clearly identify the individual and/or organization responsible for the information contained therein.
4.6 The Association or its representatives may use the school facilities and equipment for legitimate Association business at a reasonable time when such equipment is not otherwise in use. The ...

ASSOCIATION/BOARD RELATIONS. 3.1 Upon ratification, the negotiated agreement shall be made available to members.
3.2 The Association may use school facilities for meetings at reasonable times when such facilities are not otherwise in use. The Association will contact the appropriate administrator to schedule the use of school facilities.
3.3 The Association may use the interschool courier, central office mailboxes and electronic communication devices for the distribution of its newsletter and for membership material. Other materials which have been approved by the Superintendent and/or designee may also be distributed.
ASSOCIATION/BOARD RELATIONS. 3.1 Each member shall be given a copy of the tentative agreement and after ratification, a copy of the negotiated agreement.
3.2 The Association may use school facilities for meetings at reasonable times when such facilities are not otherwise in use. The Association will contact the appropriate administrator to schedule the use of school facilities.
3.3 The Association may use the interschool courier, central office mailboxes and electronic communication devices for association business with the approval of the Superintendent.
3.4 Payroll Deduction Authorization dues may be paid via the payroll deduction method. Each Association member desiring this service shall submit an authorization card, bearing his or her original signature, to the Director of Finance by September 1 of each year. The card shall be as follows: Name Social Security No. I hereby authorize the Board of Education of Harford County to deduct professional dues for the Association of Public School Administrators and Supervisors of Harford County. These deductions shall continue unless the Director of Finance is notified in writing by a member that he or she wishes the deductions to terminate. Payroll deduction shall begin with the first pay in October and the total will be deducted over five (5) pay periods. Upon resignation, dues deduction terminates.
3.5 The Board recognizes the rights of the employees covered by this agreement to organize, join and actively support the Association for the purposes of engaging in negotiations of wages, hours and other working conditions. The Board further recognizes the right of administrative and supervisory personnel to represent members in grievance procedures and other disputes and agrees not to discriminate against such employees with regard to terms and conditions of employment. Active participation in the Association shall neither be encouraged or discouraged by the Board.
ASSOCIATION/BOARD RELATIONS.
A. Board
1. Upon request the Board shall make available to the Association any material, information, statistics, and/or records which are relevant to negotiations or to the proper enforcement or implementation of this agreement. Public information and minutes of Board meetings shall be available to the Association. The agenda shall be furnished to the Association President in advance.
2. The Board hereby agrees that all full-time faculty members shall have the right to freely organize, join and support the Association for the purpose of having it represent their interest to the Board for engaging in collective bargaining over salaries, terms and conditions of employment, rules affecting working conditions, grievances, and for other activities for mutual aid and protection.
3. As a duly appointed body exercising powers granted under the laws of the State of New Jersey, the Board for itself and its representatives, undertakes and agrees that it will not directly or indirectly deprive, discourage, coerce, or harass any faculty member in the enjoyment of any rights conferred by the laws of New Jersey or the Constitution of New Jersey and of the United States; that it will not discriminate against any faculty member with respect to hours, wages, rules affecting working conditions, any terms or conditions of employment, hiring, tenure or continuity of employment or in promotional opportunities by reason of his/her membership in the Association, his/her participation in any activities of the Association, or collective bargaining with the Board, or his/her institution of any grievance, complaint, or proceeding under this Agreement.
4. The Board and the Association agree that the provisions of this Agreement and the wages, hours, terms and conditions of employment shall be applied in a manner which is not arbitrary, capricious or discriminatory and without regard to race, creed, religion, color, national origin, age, sex, marital status, handicapped or veterans' status, or membership or participation in any scientific or professional organization.
5. No recording devices shall be used at meetings between members of the Association and members of the College Administration and/or Board without the written consent of all the parties.

ASSOCIATION/BOARD RELATIONS. 3.1 Each unit member shall be given a copy of the ratified agreement.
3.2 The Board agrees that Association representatives may meet with an administrator or a group of administrators in their schools under the following conditions:
a. Permission must be obtained in advance from the Principal of the school.
b. Such meetings will not interfere with the normal school operation.
3.3 The Board will agree to permit the Association to deposit official Association business items for distribution in the respective school delivery bin in the Board of Education office in Centreville. The delivery of these items to the schools will be made according to the approved delivery schedule of the Board. It is understood that although the Association will be permitted the use of the Board delivery system, the official Board items will be handled on a priority basis.
3.4 The Board will agree to permit the Association to use the school distribution boxes under the following conditions:
a. The materials will be limited to official Association business.
b. A representative of the Association will be responsible for the deposit of such material in the boxes.
3.5 Association dues may be paid by direct from the professional improvement funds. Each Association member will send notice, on the form provided, to the Finance Office authorizing the deduction by September 1st. This deduction shall continue unless the Finance Department is notified in writing by a member that he or she wishes the deductions to terminate.
