Consulting Teachers. 14.3.1 A Consulting Teacher provides assistance to a Participating Teacher pursuant to the PAR program. The qualifications for the Consulting Teacher shall be set forth in the Rules and Procedures, with the minimum qualifications: (a) Must be a permanent, credentialed, bargaining unit member. (b) Must have successfully taught in the Murrieta Valley Unified School District or three of the last five years, spending at least fifty percent of a full-time position providing instruction to students. (c) With Association Representative Council approval, the minimum number of years in Article 13.3.1.b may be changed from three to two. Request must be in writing. (x) Xxxxx demonstrate exemplary teaching abilities, as indicated by effective communication skills, extensive knowledge and mastery of subject matter, and mastery of a range of teaching strategies necessary to meet the needs of pupils in different contexts. 14.3.2 Each applicant for the position of Consulting Teacher shall be required to submit a) From a site principal or other school district administrator and, b) From an Association member. 14.3.3 Consulting Teachers shall be selected and submitted for approval to the Governing Board by five (5) affirmative votes of the Joint Committee following classroom observations by the committee members. 14.3.4 A Consulting Teacher shall be provided necessary release time as approved by the Joint Committee. 14.3.5 A Consulting Teacher who has been selected to fill an administrative position within the District may not continue to serve as a Consulting Teacher. 14.3.6 The Joint Committee will monitor and evaluate the effectiveness of the Consulting Teachers and make decisions regarding their continuation in the program. The Joint Committee may remove a Consulting Teacher from the position at any time because of the specific needs of the PAR Program, unsatisfactory performance of the Consulting Teacher, or for other reasons which serve the PAR Program's best interest. Prior to the effective date of such removal, the Joint Committee will meet with the Consulting Teacher. 14.3.7 Consulting Teachers shall assist Participating Teachers by demonstrating, observing, coaching, conferencing, in-servicing, referring, or by any other activities which, in their professional judgement, will assist the Participating Teacher. 14.3.8 The Consulting Teacher shall meet with the Referred Participating Teacher to discuss the PAR program, establish mutually agreed upon performance goals...

Consulting Teachers a. A Consulting Teacher is an experienced Mentor Teacher released part-time or full-time from the classroom. The Consulting Teacher is a professional colleague who provides support for teachers who are on an Intensive Evaluation plan or an Improvement Plan or who are accepted as a volunteer. The Consulting Teacher possesses classroom management and pedagogical strategies and the ability to apply these strategies across various subjects and grade levels. The Consulting Teacher possesses the oral and written communication skills necessary to motivate and support adult learners. Additionally, the Consulting Teacher has the ability to work cooperatively and effectively with other professional staff members. b. Consulting Teacher Roles and Responsibilities 1.) The Consulting Teacher provides non-evaluative intensive instructional support to the classroom teacher. 2.) Consulting Teachers will have the responsibility of working with and communicating with the school principal, the teacher, and the JGP Panel. a.) Consulting Teachers do not evaluate. The principal remains the evaluator and will continue with observations. It is recommended that observations, feedback and memos occur every two weeks. b.) The principal and the Consulting Teacher can concurrently recommend specific opportunities for professional development (such as classes, workshops, etc.) that are directly connected with the Improvement Plan. c.) Most formal conferences only include the teacher and the principal. Some conferences may involve the principal, the teacher, Human Resources and the ATF staff representative. d.) The Consulting Teacher will report to the JGP Panel on, or near, the target date(s). e.) The Consulting Teacher maintains confidentiality. f.) Consulting Teachers who are working with teachers on an alternative calendar or schedule may be asked to flex their time to accommodate their client. g.) Consulting Teachers have the responsibility for research and development for the intervention program and assist in writing the final program guidelines as directed by the Program Coordinator. h.) Consulting Teachers will be assigned to work first with teachers who are on a District Intensive Evaluation and then be assigned to work with teachers on a District Improvement Plan or approved volunteers until they reach their intervention limit. Consulting Teachers shall possess the following qualifications: 31.3.1.1 At least five (5) years of recent experience in the District as a classroom teacher. 31.3.1.2 Demonstrated exemplary teaching ability. 31.3.1.3 Shows effective communication skills, subject matter knowledge and mastery of a range of teaching strategies necessary to meet the needs of pupils in different contexts, i.e. regular education, special education, EL, and any other contexts. 31.3.1.4 Ability to work cooperatively and effectively with others. 31.3.2 A Consulting Teacher provides assistance to participating teachers in improving instructional performance. This assistance will typically include: 31.3.2.1 The Consulting Teacher and the Site Administrator shall meet with the Participating Teacher to discuss the PAR Program, to establish mutually agreed upon performance goals in the areas of instructional strategies and/or subject content. 31.3.2.2 The Consulting Teacher and the Participating Teacher shall develop the assistance plan and develop a process for determining successful completion of the PAR Program. 31.3.2.3 Consulting Teachers shall assist Participating Teachers by conducting multiple classroom observations, demonstrating good teaching strategies, coaching, conferencing, referring or by other activities, which in their professional judgment, will assist the Participating Teacher. 31.3.2.4 The Consulting Teacher shall monitor the progress of the Participating Teacher and shall submit to and discuss with the Participating Teacher their periodic written reports. 31.3.2.5 The PAR Consulting Teacher and the Site Administrator are expected to strive for a cooperative relationship. 31.3.3 The application process for consulting teacher positions shall include: 31.3.3.1 A notice of vacancy will be posted at all sites and in the District office. 31.3.3.2 Applicants shall submit an application form. 31.3.3.3 Applicants shall submit at least three (3) references from individuals who have direct knowledge of the applicant's abilities. 31.3.3.4 All applications and references shall be treated with confidentiality. 31.3.4 Consulting Teachers shall be trained to offer peer assistance and to understand the specific functions of the PAR Program. Consulting TeachersA Consulting Teacher is a teacher selected by the Joint Committee to provide assistance to Participating Teachers enrolled in the PAR Program. Only permanent Association Members shall be Consulting Teachers. A Consulting Teacher is a teacher identified by the Joint Committee to meet the following qualifications and training: 1. Possess a clear California Credential; 2. Have permanent status as a District teacher; 3. Serves or has served in a curriculum or a coaching role or has gone through the approved PAR consulting teacher training provided through the District’s Instructional Services Division. PAR Consulting Teacher training shall be made available on an annual basis for those members interested in participating; 4. Has at least five (5) years of experience as a classroom teacher; 5. Possess demonstrated exemplary teaching ability, as indicated by, among other things, effective communication skills, subject matter knowledge, and mastery of a range of teaching strategies necessary to meet the needs of pupils in different contexts; 6. Has participated in a variety of trainings, specifically related to coaching strategies/models, to support a teacher as a consulting/coaching support teacher. 10.6.1 Functions performed pursuant to this article by Members of the bargaining unit shall not constitute either management or supervisory functions. The Consulting Teacher shall continue to have all rights of other bargaining unit members. Upon availability of PAR funds, in addition to the Consulting Teacher’s regular salary, a Consulting Teacher shall receive an additional minimum of $2500 as a CT stipend and a mileage allocation. Consulting Teachers. 31.1.3.1 The consulting teachers will serve in three capacities as needed: a) as consulting teachers to teachers referred for mandatory review, b) as consulting teachers for teachers in voluntary assistance; and c) as coordinators for the Assistance Program administered under PAR funds. 31.1.3.2 A base number of consulting teachers will be set at two (2); the Review Panel will determine if more are needed based on the number of mandatory reviews and assistance referrals. The Panel may adjust this number as needed. 31.1.3.3 The consulting teachers will serve for a term of two years with the terms arranged to be staggered. Consulting teachers not serving in a mandatory review capacity shall be used to support assistance activities as directed by the Assistance Council. 31.1.3.4 Consulting teachers are selected by the Review Panel who establishes a selection process. The selection process shall include provisions for classroom observation of the candidates for consulting teacher by the Review Panel. In order to be selected as a consulting teacher, the teacher must apply and possess the following requisite minimum qualifications: 31.1.3.4.1 A California standard teaching credential with permanent status; 31.1.3.4.2 A minimum of four (4) years of recent classroom teaching experience. 31.1.3.4.3 Demonstrated exemplary teaching ability defined in Education Code 44500, as reflected in the applicant’s ability to demonstrate teaching competence in California Standards for the Teaching Profession, and as reflected in the applicant’s performance evaluations; 31.1.3.4.4 Demonstrated ability to present issues forcefully in a tactful way and to confront resistive behavior; 31.1.3.4.5 Demonstrated positive personal relations in collaboration, team building, and confidentiality; 31.1.3.4.6 Demonstrated advanced knowledge of adult development and support roles that may include training in observation, data collection, coaching and other skill areas as identified by the review panel.
Consulting TeachersMentor Teachers, and teacher members of the Joint Committee shall not be considered management or supervisory employees as defined in the Educational Employment Relations Act and shall retain their status as bargaining unit members.
