Scope of Work Summary. The purpose of this Invitation to Bid is to establish a Price Agreement with multiple responsive and responsible vendors capable of providing Escambia County with quality supplies as well as prompt, reliable service, utilizing prices that are fair and reasonable. Vendors are asked to respond to this solicitation by providing the price that the County will be charged for each item listed on the Unit Price List. Also, vendors are asked to list on the Bid Form the percentage discount off the catalog (retail) price that the County will receive on any items not listed on the Unit Price List. The vendor shall make this pricing and discounts available to all Escambia County departments. Any government entity that wishes to utilize the County’s pricing and discounts does so at their own risk. The government entity must work directly with the vendor(s) participating in this agreement with Escambia County and must formalize their mutual interest and agreement to do business together. Any agreement between a participating government entity and the vendor(s) shall be considered a stand- alone agreement that does not include any risk or potential loss on the part of Escambia County. Purchase Orders are to be issued to the vendor(s) with the lowest price per catalog item. In the event the product is unavailable at the lowest price, the County will contact vendors in the order of their pricing (lowest to highest). The product is to then be ordered from the vendor with the lowest price based on availability. Some items called for have been identified by a brand name or equal description shown on the Unit Price List. Such identification is intended to be descriptive, not restrictive, and is intended to indicate the quality, characteristic, and performance expectation of the product that will be satisfactory. Any recommended changes/replacements to the products contained in the Unit Price List must be approved by the County prior to the last date for questions. Items not on the Unit Price List shall not be considered. Changes to the Unit Price List or Bid Form may be grounds for deeming the bid non- responsive and unavailable for consideration. The assessment shall include a prioritization and phasing plan to assist the City with planning and budgeting. The Xxxxx Xxxx Xxxx has served the Xxxxxxxx community since 1969. It has been well-maintained and fully operational for seasonal use, including swimming competitions, diving, and community recreational swimming. However, the current pool does not meet the year-long swimming needs of the community, especially with regard to providing swim lessons, which are an important health and safety skill. The assessment scope shall include our team’s evaluation of the existing Xxxxx Xxxx Pool Facility in order to gain an understanding of what the existing condition is. This will be a thorough and comprehensive assessment of the Xxxxx Xxxx pool complex, as described below, using our pre-prepared checklists, to include the swimming pools and related systems and components (mechanical, plumbing, filtration, chlorination, lighting, access, and any other state and local code requirements, etc.). The purpose will be to identify the investment that should be incorporated into the overall vision of the feasibility study portion of work. The feasibility effort will specifically analyze options to allow for potential options to allow for year-round operations including, but not limited to a permanent or seasonal structure over the pool such as an inflatable bubble, fixed enclosure, retractable enclosure, or small heated covered spaces on the pool deck. Please see the scope summaries and deliverables described below.
