Child Development Program. 9.5.6.1 Child Development Program teachers shall have teacher/child ratios permitted by law, which are currently as shown below. It is agreed that the District will meet and consult with the Union before implementing any changes in the ratio.
Child Development Program. Effective July 1, 1996, the job description for paraprofessionals assigned to the Child Development Program may be modified by the District to include those work activities currently related to sleeping cots used by students. If said modification takes place, the salary schedule for the class of C 10 shall be increased by $.15 per hour.

The current structure of the program makes it difficult to provide the best services for children and the best professional responsibilities for teachers and paraprofessionals. The District and Union shall work to develop possible modifications to the structure of the Child Development within the historic fiscal limitations of the Child Development Program’s funding mechanisms.
27.1.1 The parties shall also work together to change the funding mechanisms to provide additional revenue.
27.2 The District and the Union agree that the Child Development Program makes a valuable contribution to the District’s educational program and to the needs of the San Francisco community and recognize these programs as integral parts of the District. However, the parties recognize that in bargaining Article 27, Child Development Program, the Union and the District were severely limited by the elimination of the permissive tax levy for this program and that the subsequent under funding of this program by the State has necessitated change and may continue to do so.
27.3 Child Development Program teachers shall be assigned to a 218 day work calendar, at 5- 3/4 hours/day for full-time and 3-1/4 hours/day for part-time.
27.3.1 During the course of this contract, the Union and the District may mutually develop and implement a pilot program utilizing a different staffing configuration than established in section 27.3.
27.4 Each Center shall be staffed through the calendar year with regular full-time and part- time teachers to meet the ratios established in Section 9.5.6 of this contract.
27.5 Scheduling of non-service days for teachers shall take place at each center. Teachers shall have the right to schedule non-service days at intervals or in a continuous block of time. If conflicts in scheduling non-service days at a center remain unresolved by May 1st, they shall be resolved by the Program Director and site manager in consultation with the teacher(s) involved. The teacher has the right to have a Union representative present at this conference and shall provide reasonable prior notice to the site manager of said representation.
27.6 Part-time teachers
27.6.1 Teachers serving in the 3 1/4 hour or longer positions shall be covered by all fringe benefits provided other teachers.

Child Development Program. 11.4.1 Salary schedules for Child Development Program teachers hired before August 1, 1986.
11.4.1.1 Effective July 1, 2003, salary schedules for teachers hired on or after August 1, 1986, shall become the sole salary schedule for teachers in the Child Development Program. The salary schedules for teachers hired before August 1, 1986, shall be eliminated. Teachers formerly on the Pre- August 1, 1986 salary schedule will be placed on the Post August 1, 1986 Child Development Program salary schedule according to their years of experience and education.

UESF-SFUSD LETTER OF TRANSMITTAL PARAPROFESSIONAL NEGOTIATIONS In addition to their mutual commitment to a broad range of educational opportuni- ties for students, the United Educators of San Francisco and the San Francisco Unified School District share the common interest of providing competitive salaries for employees. In pursuit of this interest, they have traditionally looked at the state COLA at the beginning of annual negotiation cycles. For the last several years, the District and the Union have been disappointed in the State’s unwillingness to provide educational funding that is continuing and free of categorical/programmatic limitations. These State practices have been seriously limiting the amount of discretionary funding available for student programs and bargaining on total compensation issues. Bargaining resources for 1999-2000 have been further impacted by concerns about District projections of income and expenditures for the prior year, including the under funding of approved desegregation expenses. Consequently, Superintendent Xxxxx has requested a State audit of District funds, in addition to the regular external examination that is being conducted by District auditors. The results of these audits will be available by the end of the calendar year and both the District and the Union are vitally interested in these reports. 1.1. The parties shall also work together to change the funding mechanisms to provide additional revenue. The San Francisco Unified School District (―District‖) and United Educators of San Francisco (―UESF‖) enter the following Memorandum of Understanding (―MOU‖) to resolve issues related to the Health Worker IV positions at the District’s Health Department. These positions are currently civil service classified positions that are unrepresented. To address the need to continue to employ licensed professionals without PPS - Social Work credentials the parties have agreed to create classified positions as described below.
1. The parties agree that the Health Worker IV positions, including the Wellness Coordinator - High School, Learning Support Consultants, and Health Services Provider for Sexual Minority Youth (hereinafter referred to collectively as ―Employees‖), will become part of the UESF bargaining units. There shall be classified and certificated positions moved into the bargaining units, effective upon signature of this Agreement. With the exception of any probationary period, the salary, benefits, and terms and conditions of employment applicable to UESF certificated and classified employees shall become applicable as soon as the Employees serving in Health Worker IV positions accept offers of employment in the positions described herein. This Agreement shall govern in the event of a conflict between a provision herein and the applicable collective bargaining agreement.
2. The Health Services Provider for Sexual Minority Youth shall be re-titled ―School Climate/Safety Coordinator.‖

Child Development Program. 11.10.1 The duty day for Child Development teachers shall be seven (7) hours including a minimum of a thirty (30) minute duty-free lunch period. Each full-time Child Development teacher shall be provided with thirty minutes (30) of non-instructional time in order to fulfill professional duties such as preparation, assessments, IEP’s, collaboration, and parent conferences.
11.10.2 Each full time Child Development and State Preschool teacher shall be entitled to a total of fifteen (15) minutes' break time and each part-time Child Development teacher ten (10) minutes' break time during his/her regular day.
11.10.3 No Child Development teacher shall have his/her hours switched with another teacher's hours without his/her consent following three full weeks of instruction after the start of the school year.
11.10.4 The Administration shall establish an equitable system of rotating hours of staff in each Child Development Center.
11.10.5 The Board can require split shift duty hours for staff members in the Child Development programs.
11.10.6 Child Development staff may be required to attend staff meetings during off-duty hours. These meetings normally shall not exceed one and one- half (1-1/2) hours per meeting and shall not exceed six (6) hours per month. They shall be held between the hours of 9:30 a.m. and 7:00 p.m., with no more than three (3) meetings per year held after 6:00 p.m. These meeting hours will be equitably distributed for all site staff, and staff members shall have the opportunity to place items on the agenda.
11.10.7 A minimum of two (2) regular staff meetings of the Child Development staff shall be for training of CD staff in coping strategies for working with at-risk students, including but not limited to students with fetal alcohol syndrome, drug addiction, and antisocial behavior.
11.10.8 The State Preschool teacher will remain on the K-12 salary schedule and will be subject to the Child Development contractual provisions regarding workday. The work year begins on the first K-12 contractual day and ends on June 30. The duty day for the State Preschool teacher shall be provided with 30 minutes non-instructional time in order to fulfill professional duties such as preparation, assessments, IEP’s, collaboration, and parent conferences.

Child Development Program. 14.4.1 Column movement on the salary schedule for current teachers in the Child Development Program who were “grandfathered” on to the K-12 salary schedule shall be limited to Column III (BA + 36).
14.4.2 Current teachers who were “grandfathered” on to the K-12 salary schedule and who are presently beyond Column III will be unable to advance beyond the column in which they are currently placed. These teachers will be limited to three (3) step advancements down their present column.
Child Development Program. As of the 2001-2002 school year the State Department of Education has put the District on notice that it cannot operate this program at a deficit any longer. If the District is unsuccessful in making the Child Development Program self-sustaining, the consequences imposed by the State Department of Education could be severe. The Union and District (“the parties”) agree that this program is too valuable to lose. The parties also agree that the responsibility for preserving it is a shared responsibility. Therefore, the parties agree to pursue a joint program to increase revenues and stabilize expenses with the goal of making the program self-sustaining by the 2003- 2004 school year. If this goal for the Child Development Program is not achieved, the parties understand that the consequences of that failure will impact bargaining for salaries for the 2003-2004 year and beyond. The Union agrees to take its fair share of the responsibility for reducing expenses. However, the parties recognize that other stakeholders involved with the Child Development Program must likewise take responsibility for increasing revenues and reducing expenses.
Child Development Program. A Child Development Program teacher transferring to the K-12 program may proceed according to the provisions of Section 27.13.
